VAT applicability on Flat in Haryana

Hi
I have a flat in SRS Royal hills and SRS has offered possession for the same in Apr'14.

SRS has levied VAT @ 6.3% on total value of flat excluding ( EDC/IDC,IFMS and Club charges) which is coming Rs 1.42Lac.

SRS is not giving any clarification on this VAT , i.e. basis which government notification VAT is applied, what % govt has approved and how it is calculated on basic value.

Apart this SRS is charging annual maintenance fee of Rs 28900/- while neither club nor park is ready. Why Buyer should pay for complete charges without getting benefit of basic facilities.

Please suggest how to address this VAT and Maintenance charges issue.
