Top HUDA and TCP officials summoned by Haryana Lokayukta

GURGAON: The Lokayukta has asked the town and country planning department and HUDA officials to appear on January 30 in the Chandigarh office of the Lokayukta and present their version on a Rs 1,70,000 crore scam.

The Lokayukta's action has been taken on the complaint of the Progressive Gurgaon Forum which alleges that the department has been involved in a fraud amounting to more than Rs 1,70,000 crore on the name of development.

The Lokayukta has sent the notice to D P S Nangal, HUDA Chief Administrator; T C Gupta, director of Town and Country Planning; B B L Kaushik, Chief Town Planner; V K Gupta, Chief Engineer; R K Kakkar, Superintending Engineer; Hari Dutt Sharma, Executive Engineer; Naresh Pawar, Executive Engineer; A K Gupta, Executive Engineer; and V K Nirala, Executive Engineer; Now the department is preparing its version to be presented to the Lokayukta.

Raman Sharma, president of the Progressive Gurgaon Forum has alleged that it is because of the carelessness of the HUDA department and TCP department that the people living in the private colonies are facing a lot of inconvenience. He claimed that the builders never fulfilled their promises made in the licence.

The Town and Country Planning Act was flouted but no action was taken by the department and even the completion certificates were given without any check.

The forum filed the rejoinder with the Lokayukta in June 2011 and after several rounds of discussion the Lokayukta has called the government agencies to know their version.

Talking to TOI, Raman Sharma said, "There has been a major fraud in the development of roads all over the city, the stormwater drains are not functional as yet. The sewerage lines were laid in 1992 and till today the levelling of the lines is not proper which in turn results in blocked lines every now and then. The government officials have made the bills for work that was not done and government money has been wasted. Sohna Road and other new private colonies have no link to canal water and sewerage lines."

He said that the green belt all over the city is encroached and ill-maintained but still the department has been raising bills of 24 lakh per day for removing the encroachments. Community buildings, creche, library, auditorium, toilets, bus queue shelters have either not being created or are not as per norms.
