RPS-Savana project status

Dear all,
I have bought 3 bedroom unit in RPS. though i am more or less satisfied by the builder.....but have got mixed response over quality status of earlier projects handed over by RPS.....problems like power, water ,sewage and maintenance have been major issues of dissatisfaction... which majorly are concerned with EDC and IDC that we have already paid......we have mixed views from other users which say that HUDA can be dragged to the consumer court over development issues as it has gulped crores of rupees as EDC & IDC. Can any body put forward a legal and authentic viepoint possibly from a legal expert regarding these problems pertaining to the infrastructure issues in the area.
