If Mr Hooda as so much EDC fund from Fariadabd ,Gurgaon, Sonipat then why govt increased the burden on Greater Faridabad..Why no or slow development in Gr Faridabad and we common people facing heat///

NEW DELHI: The Haryana government is working out details of its ambitious plan to buy out the Delhi-Gurgaon Expressway from the private concessionaire as a way to end traffic jams on the toll plaza.

In an exclusive interview with TOI, Haryana chief minister Bhupinder Singh Hooda said the state wanted to take control of the expressway but had set itself no deadlines for the buyout. "I have instructed the chief secretary to work out details in order to go ahead with the proposal. We are keen as thousands of commuters get stuck in jams. Easy connectivity will not only benefi t residents but also industries in both Gurgaon and Manesar," he said.

The 27-km expressway witnesses traffic snarls during peak hours, particularly at the 32-lane toll plaza. Asked why his government did not react earlier, Hooda said the state's response was not delayed. "We have been keeping track of ground realities and had taken up the matter with the Union road transport ministry and the highways authority in the past to find a permanent solution to the problem," he said.

The chief minister said his government had written to Union highways minister C P Joshi in July this year, proposing to make this stretch toll-free.

It wants to ease the jams for the benefit of both residents and industries. Commuters shouldn't be made to pay toll twice, both at the entry and exit points of the Delhi-Gurgaon Expressway, Haryana chief minister Bhupinder Singh Hooda told TOI on Wednesday.

"In previous meetings, the issue of paying toll both at entry and exit point was discussed. I personally think that is not in the interest for commuters," he said.

On where the funds for the buyout would come from, Hooda said the state could use the external development charges (EDC) collected from Gurgaon and neighbouring areas.

Funds are not a problem. The state government had collected over Rs 11,000 crore as EDC from five districts including Gurgaon, Faridabad and Sonepat.
Out of this, about Rs 8,000 crore have already been spent on infrastructure projects like the Metro," he said.

The CM refused to commit to a date for acquiring the expressway, saying no deadlines has been set. "Crucial meetings between the state government and the ministry are lined up and these would pave the way for future action," said Hooda.

Thanks, Manish for bringing this to forum ! Delhi-Gurgaon Expressway buyout will cost Haryana govt Rs 2000 cr (Source: http://www.business-standard.com/india/ ... /194586/on).

In our meeting with Director General, Town and Country Planning, Shri T.C.Gupta in Jan 2012, he has clealy replied to our pointed question that EDC funds collected for 1 district can't be diverted to other districts and it is illegal to do so. So, is Chief Minister himself breaking the law?

It is shocking that in much underdeveloped Greater Faridabad, Govt. has collected more than 3000 crores in name of development (also putting huge burden of enhanced EDC which was not required at all), but has only a buget of Rs around 700 crores. Rest, 2300 crores, Is Haryana Govt. planning to divert illegally to Gurgaon.

We should quote these news articles in upcoming High Court Hearing for rollback of enhanced EDC.

The amount of EDC collected has to be spent in the same area from which it is collected.This is not Direct or indirect tax.EDC charges have specific purposes
May be Any previous court verdict and The Haryana Development and Regulation of Urban Areas Act, 1975 can give any suggestion about the account of EDC.
As suggested by dheeaj,the statement of B S HOODA should brought to light of court in next hearing.Why EDC was enhanced for GF when sufficient funds where their for development.
