HUDA spends EDC money collected from other districts in Rohtak

Hi All,

I came across this shocking news on the website http://www.indianexpress.com. The news is dated 22nd June 2011. And now I know where has all the EDC collected gone. Rohtak, being a VERY SPECIAL CITY for the obvious reasons, has got the biggest pie & Faridabad got the smallest. They have spent much more on Rohtak than they collected as EDC. What has been spent on Faridabad is pea-nuts.

Collects Rs 322 cr as EDC, spends Rs 663 crore in CM’s constituency
For the Haryana government, it seems development of Rohtak—Chief Minister Bhupinder Singh Hooda’s constituency—comes foremost. Development, in fact, precedes the funds needed to undertake it.
The Haryana Urban Development Authority (HUDA) has spent over Rs 340 crore from its own pocket for development of Rohtak in “anticipation” of future collection of external development charges (EDC) from private builders undertaking various projects in the area.
Sources in HUDA said, it had, till December 31, 2010 collected Rs 322 crore as EDC in Rohtak and spent almost Rs 663 crore out of the EDC fund.
Where the excess amount came from, no one in HUDA is ready to explain, but sources state that chances are the EDC funds gathered from other districts have been diverted to cater to the external development of Rohtak.
In other districts, the EDC collected over the years is more than what has been spent with several development works pending completion. In Sonepat for instance, till December 31, 2010, Rs 1,121 crore was collected as EDC and only Rs 662 crore spent. Similarly in Panipat, Rs 295 crore was gathered as EDC till December 31, 2010, and Rs 155 crore spent.
In Gurgaon, the state’s millennial city, HUDA collected Rs 5,702 crore as EDC and spent Rs 4,022 crore. Over Rs 1,680 crore of EDC is lying unspent with HUDA.
Following the filing of a public interest litigation in 2002, HUDA is at pains to explain to the Punjab and Haryana High Court where and how is it spending the EDC gathered in Gurgaon.
Society for Urban Regeneration of Gurgaon (SURGE), a Gurgaon-based NGO which filed the PIL, had pointed out that HUDA was collecting EDC since 1991 but was not spending it due to which the basic infrastructure facilities were missing in Gurgaon.
But Rohtak seems to be a different case and there is never any shortage of funds for its development. The state’s Public Works Department (B&R) department, too, has spent the highest amount on construction of roads and buildings in Rohtak in the past six years.
The department spent over Rs 934.11 crore for the construction of roads and another Rs 299.5 crore was spent on buildings in the district.
The next highest on the list is district Jhajjar, where the department spent almost Rs 740 crore on roads and Rs 105 crore was spent on the construction of buildings here.
In Gurgaon, which is a much larger district in comparison, the department spent only Rs 400 crore on the construction of roads, which is over Rs 534 crore less than what was spent on Rohtak. Here, however, Rs 111.33 crore was spent on the construction of buildings.
The department spent the least on the construction of roads in Faridabad and also ignored the construction of buildings. While Rs 138 crore were spent on roads another Rs 58 crore was spent on the construction of buildings.

This is shocking indeed but at least makes it very clear that there is no point in dealing with DC's etc. They are too small to decide anything. The decisions are taken by the Mr. Hooda (as CM and as Chairman of HUDA) and this news confirms what his thoughts are.

shocking to know that the money collected from us as EDC and IDC is being used for the deve;lopment of Rohtak !! Is there any end to our woes ? Why no CM is interested in Faridabad development ? Why the residents of Faridabad are always meant to suffer ? Cant we release a press note from GFWA stating our plight ? May be some of the newspapres will charge for it but I think it would be worthwile doing so. In that case we may bring our plight to a larger base. To cause an instant impact we may add negativity to this note : By advising all the new prospective investors in Faridabad to stay away from Faridabad and instead invest in Rohtak to get good returns as Rohtak is being given the additional funds which are for Faridabad's development. GFWA should also write a letter to the PM regarding this non sense going in Faridabad.

Thanks Kush for the important piece of information. Let’s fight HUDA & Hooda for this discrimination. Will advise Core members to fix up a meeting with SURGE (Society for Urban Regeneration of Gurgaon) & seek their help in filing PIL regarding increase in EDC.

So that , we can go to court .
Nothing is possible without money .
It is waste of time to give just suggestion if we don't have fund for going to court.

Yesterday a Bye Pass Road connecting Delhi to Rohtak has been started. This project has costed HUDA around 460 crores of rupees. This is only a tip of the iceberg as thousands of crores are being spent in and around Rohtak for massive development as it is the constituency of our Chief Minister. Where is this huge money coming from ? This may be the EDC and IDC collected from us by HUDA for Neharpar development but which is finding an easy outgo in Rohtak !

Hi Dheeraj Ji, I read the article in one of the newspapers subscribed by me at home. Today I have tried to explore some of the yesterday's e-newspapers to find the related news. I found one in Dainik Bhaskar. The link given below :

This is a Rs 486 crore six laning of Bye Pass Road between Delhi and Rohtak and on 29th Feb the portion from Delhi to Rohtak has been opened. After completion of this highway the work will start on another six lane highway connecting Rohatak with Panipat and the Rs 650 crore budget has already been approved.The link below for this news :

There is massive development taking place in Rohtak The Road Infrastructure and the Bridges and Flyovers are made with ease over there. Money has never been a constraint in Rohtak's development. This is the Birthplace and residence of our CM and the constituency of his son Mr. Deepender Singh Hooda.
If we can get the source of money ( money spent in the last 4 years and money waiting to be spent on the allocated projects ) for Rohtak's development and compare the same with that of Faridabad ( Money collected in Faridabad and Greater Faridabad and the money actually spent here ) I am sure that the results will be shocking ! There has been massive development in Rohtak without that much of money collected from there. And on the contrary there has been massive collection of money in Faridabad and Greater Faridabad but without development ! Also there is an additional funding of Rs 2500 crore from Centre to Fardabad in the form of JNNURM. In short there is massive money available here for development. Still HUDA is asking more money in the form of EDC and IDC to provide the basic infrastructure of Road/Water and Sewerage. Indeed Shameless ! Wonder whether it is EDC as named by HUDA or RDC in actual ( Rohtak Development Charges )

Haryana to spend Rs. 650 crore on six laning of Rohtak-Panipat road
CHANDIGARH: After six laning of Rohtak-Delhi road, a 82 km long Rohtak-Panipat road would be made six lane at a cost of Rs. 650 crore. Besides this, three over bridges would also be constructed on this road. Apart from this, Rohtak-Jind road would also be made six lane.



This was revealed by the Union Minister of State for Road and Transport, Mahadev Singh Khandela while addressing the officers at Deputy Commissioner's camp office, Rohtak Monday. He had come to review the progress of on going work Rohtak-Sampla road and Rohtak bypass. The work on six lane Rohtak-Delhi road would be completed within next one year.

While referring the big projects regarding Haryana, the Union Minister said that Member of Parliament, Rohtak, Deepender Hooda had urged the Union Ministry of Roads and Transport for construction of these bypasses and it was due to the efforts of Deepender Hooda that people of Rohtak and adjoining areas would get such type of good roads having good qualities. He maintained that all these projects would be completed under National Highways Development Project and under this scheme, 63 km long bypasses and six lane Rohtak-Delhi road would be made at a cost of Rs. 486 crore.

The Minister said that on Rohtak-Panipat road, one over bridge would also be constructed at village Jasia, one at Northern bypass and one Railway over Bridge would be constructed over Delhi-Panipat railway line. Besides this, one bypass would be carved out from Kalawar to Panipat which would cross Sonipat road, Brahmanwas, Jasia and Ghilaur bypass and ultimately it would be added into the Panipat road. He apprised that there was also a proposal for constructing bypass for Panipat and Gohana Cities.

Mr Khandela maintained that 83 km long bypass would also be made on Rohtak-Jhajjar-Rewari-Bawal road. Besides this, it would also be made six lane. This bypass would pass through National Highway No. 10 at bypass Bhali and it would go through Dighal-Budhan villages and it would be added in Jhajjar-Rewari road. The survey for making Rohtak-Jind road four or six lane was also being made.

The Minister directed the National Highway Authorities that the construction of these roads and bypasses should be made with full speed and special thrust should be given on maintaining the quality of work.

On the occasion, Deputy Commissioner, Rohtak, P.C. Meena, Superintendent of Police, Anil Rao, Project Director of National Highway Authority of India, Chander Sen and senior officers of district administration were also present.

Rohtak is the assembly area of Mr. BS Hooda and the money is being spent over there to consolidate his chances to win again but Mr. CM is forgetting that he is the CM of Haryana not of Rohtak. He is equally answerable to Faridabad population like Rohtak but not only CM even the local politicians of Faridabad are also not bothered for the progress of Faridabad.

What I feel that the local politicians of Faridabad are in politics to make their family reputation not for serving the peoples. They are very rich, running their business and in politics, they are just to enjoy the power and red light on their high class cars in Chandigarh.

Despite of our such big movement, why we could not find a single politican who could support our movement. Becasue meaning of politics in the mind of them is different.

Ultimately money has to come from goverment not from the authorities. Officials do only what they have asked to do.

So I am agree with Jayant that if we dont do anything serious then we have to wait for next 5 years or may more next 5 years and so on....

Dear Core Team,

Based on the post of the above thread it is understood that becuase of Govt non action not only we (future residents of greater Faridabad) are suffering. Now entire Faridabad region is suffering out of delay in metro project/widening of NH 2 and all other development activites.

So why to limit our agitation only to ourselves. Let us put efforts to bring all Faridabad residents into a common platform for agitation. As more & more poeple will be involved in this movement it will create more strong effect to administration.

In Faridabad all sectors are having RWA. There are lots of housing complexes in also. I propose GFWA to approach all of them for joint agitation. And since its in everyone's interest I expect we will get good response and we can launch a massive agitation.

Friends,

It would be good if we can ask other RWA of different sectors to join us in our fight. We all know that infrastructure of Faridabad is in very bad shape. We can mount the pressure on local authorities and Haryanay Govt to improve the over all infrastructure of Faridabad , Greater Faridabad.

Our Local MP/ MLAs / Cabinet Ministers are not doing any thing for Faridabad.

Lets work together , increase our numbers and do the mass protest again.

Involving other RWA/society of Faridabad is a good idea, however we should keep in mind that, collected EDC is for new sectors at NaharPar Faridabad.
As per RTI reply, we know how much EDC have been collected, but we need to also find out where these amounts are. Getting development in place will be tough if these amounts have been used in other place or became a victim of any scam.
Can we get the information through RTI. Please let me know if we have already have a RTI reply on this.
