Money without completion of project ?

Dear All,
Many builders are demanding 100 % money without completion of project. At present, all lifts are not installed, community centre & Club are not ready. So how the builder can demand the 100 % money from flat owners?
Even Towers are not complete as all Lifts are not installed and Maintenance charge is started. Now since Builders is demanding 100 % amount and maintenance charge, how you all are assure that builder will provide all amenities, they have promised. It is doubtful that, builder will install all lifts in towers.
What will be the penalty on builders, if they do not provide all amenities even after 3 years. Just we all have to beg in front of them.
What is the definition of Possession?
