ग्रेटर फरीदाबाद में जिंदगीभर की पंूजी लगाने के बाद भी आशियाना नहीं मिला तो अब निवेशक न्याय के लिए हाईकोर्ट पहुंचे हैं। इससे पहले बिल्डर्स व जिला प्रशासन ने उनकी कोई सुनवाई नहीं की। एक अदद आशियाने के लिए किसी ने बैंक से कर्जा लिया तो किसी ने पिताजी के फंड के रुपए निकाले।लेकिन उन्हें नहीं पता था कि बिल्डर उनकी मेहनत की कमाई लेने के बाद भी आशियाना नहीं देंगे।। सात साल बाद भी उनको फ्लैट नहीं मिले हैं। नहरपार ऐसे हजारों लोग हैं, जो बिल्डरों के पास अपने करोड़ों रुपए फंसा चुके हैं।

सपने बिखर गए

निवेशक विनीत मिश्रा, संजय वारसने व सीमा जोशी के अनुसार 2005 में नहरपार 7500 एकड़ में विकसित हो रहे ग्रेटर फरीदाबाद में घर की तलाश में एनसीआर से हजारों लोगों ने सात साल पहले फ्लैट खरीदने शुरू किए। यहां विकसित किए जा रहे 15 सेक्टर में 50 हजार से अधिक फ्लैट, फ्लोर, विलाज व प्लॉट हैं। बिल्डर द्वारा फ्लैट लेते समय किए गए एग्रीमेंट में तीन से चार साल के अंदर मूलभूत सुविधाएं देने का वादा किया था, लेकिन सात साल गुजर जाने के बाद भी यहां कोई डेवलपमेंट नहीं हुआ। यहां काफी संख्या में फ्लैट्स के मालिकों को कब्जा तक नहीं दिया गया।

ऐसे उड़ी सपनों की धज्जियां : किसानों ने मास्टर रोड के लिए अधिग्रहण की जाने वाली 1029 एकड़ जमीन के लिए उचित मुआवजे की मांग को लेकर विरोध प्रदर्शन किए। इसके बाद किसानों ने अधिग्रहण की हुई जमीन पर दस-दस फुट गहरे गड्ढे खोद दिए हैं। इन गड्ढों को भरने में हुडा को काफी समय लगेगा। इसके अलावा सेक्टर-75 व 80 के लिए अधिग्रहण की जाने वाली जमीन वाले किसान यहां कब्जा नहीं दे रहे हैं। इस वजह से मास्टर रोड का काम ठप है।

पहुंचे न्याय के मंदिर

नहरपार ग्रेटर फरीदाबाद वेलफेयर एसोसिएशन के प्रवक्ता अजय यादव कहते हैं कि उन्होंने बिल्डर्स की एक हजार से अधिक शिकायतें टाउन एंड कंट्री प्लानिंग के अधिकारियों के अलावा, डीसी, पुलिस कमिश्नर व उनके उच्चाधिकारियों को भेजीं, लेकिन एक भी उचित कार्रवाई नहीं हुई। यहां तक कि तत्कालीन डीसी डॉ. प्रवीण कुमार ने मामले की जांच के लिए एक कमेटी बनाई लेकिन वह भी फेल हो गई। प्लानिंग विभाग के उच्चाधिकारियों ने नहरपार बिल्डर के दफ्तरों का औचक निरीक्षण किया, लेकिन रिपोर्ट को दबा गए। इसके बाद वे अब हाईकोर्ट की शरण में हैं। वहां मामले की सुनवाई चल रही है।

॥ निवेशकों का यह मामला पुराना है। निवेशकों की शिकायतें उच्च स्तर पर पहुंची हैं। नहरपार समय पर विकास जरूर होना चाहिए। इसलिए किसानों के साथ मतभेदों को सुलझाने का प्रयास किया जा रहा है। किसान जल्द जमीन पर कब्जा दे दें, तो डेवलपमेंट में तेजी आ जाएगी। -बलराज सिंह, डीसी

Futuristic developments

Located 25km from Delhi (ISBT), Faridabad is now emerging as the preferred destination for investors as there are huge prospects of economic boom in the air. The land crunch in Delhi is one of the primary factors for rocketing prices in the NCR, riding on the back of an insatiable demand.

Faridabad fits in as a panacea for such problem. The industrial city enjoys geographical and infrastructural advantages and there is a wider scope for real estate development here. The city has the merit of proximity to Delhi, as well as the NCR cities of Greater Noida and Gurgaon. These factors are driving end users, investors and corporates to choose Faridabad as a potential booming real estate destination.

The stakeholders here are unanimous that Faridabad must be transformed into be a model town, whose ascending economic prowess is matched by modern, efficiently managed urban services.

The real estate boom has transformed the skyline of Faridabad in the last few years, both in commercial and residential segment, as aggressive demand pushed the construction of premium properties. The demand comes from the growth and development in Faridabad's infrastructure as well as property value.
Surender Gupta, the chairman of Gold Souk Group, says: "We have plans to invest Rs 500 crore in residential sector in the NCR. We are embarking upon an aggressive expansion strategy to strengthen our presence in the NCR cities like Gurgaon , Noida, and the developing city of Faridabad, in the next three years."

Ravinder Taneja, the vice-chairman of TDI Group, says: "Faridabad has always been underpriced in spite of the geographical advantages it offers, being equidistant from Delhi, Gurgaon, and Noida and having fairly good connectivity with all, by road and rail route.

The situation has been changing for the better with the entry of private players. The proposed Metro rail-link and modernization of Mathura Road will enhance the prospects of Faridabad further. Good connectivity and proximity to Delhi along with initiatives from the Haryana government may be considered as the prime factors for the economic development we see all round the town."

"The infrastructure of Faridabad is being overhauled with the state government pumping in crores of rupees for 'cluster development planning' . The government has also boosted the confidence of investors in the area by announcing a plan for an industrial model township (IMT) on the lines of Manesar," Surender Gupta of Gold Souk said.

Realty players

All this infrastructural development is now attracting realty majors to plan big and bring in projects that are truly of international style and standards. A number of real estate majors like BPTP, EROS group, Omaxe, Vipul, Piyush Group, Gold Souk, SRS Group, etc, have planned big to tap the emerging demand for projects with state-of-the-art infrastructure and equipped with the latest lifestyle facilities.
Along with swanky residential projects like Charmwood Village (Royal Retreat I, Royal Retreat II) by Eros Group, Parklands by BPTP, Piyush Heights by Piyush Group, there are commercial projects like EF3 Mall and several others under construction. IMT-Faridabad is over 1,750 acres and is being developed by the Haryana State Industrial and Infrastructure Development Corporation (HSIIDC).

Infrastructure development

On the connectivity front, Reliance Infrastructure bagged a road project of over 66km on high-density traffic zone. It involves four-laning of the Gurgaon-Faridabad road and improvement of Ballabgarh-Sohna road on build-operate-transfer basis.


The Metro link is to be extended to this area with a feeder service to the Regional Rail Transit System; this will cater to the increasing intra-city urban transport needs. The opening of the Badarpur flyover has removed the congestion at the Badarpur border and is according a hassle-free journey to Faridabad, as many corporates head to this place, given the high rates in Delhi.

Impact of Yamuna Expressway

The 165km-long Yamuna Expressway (Greater Noida to Agra), which was inaugurated last week, touches the city at Lalpur and goes on to meet the NH-2 at Shahpur. The completion of this stretch will improve Faridabad's connectivity with Noida.

Another highway has been planned, which will start from Kalindi Kunj, run parallel to the Mathura Road, and bypass the city. This highway will touch all the new sectors and will merge with the Mathura Road on the other side of Faridabad. The three-laning of the Faridabad-Gurgaon road, the widening of the Surajkund Road and repairs to all the main and internal roads in the sectors will provide an impetus to realty growth here.

Wider opportunity

Faridabad, 25km from the south of Delhi, has thrived in recent years due to its improving connectivity with Delhi , Gurgaon and Noida.
Faridabad has traversed a long way from an industrial township into a modern-day city, complete with elegant office complexes, sprawling shopping malls and classy retail markets that host major retail brands. The city is poised for major development as it holds significant potential for residential as well as retail projects.

Known as the industrial capital of Haryana, Faridabad has always been a prominent real estate investment destination and is now fast catching up with a slew of infrastructure projects in the pipeline. The Transport Plan 2021 for NCR has the number of proposals to attract the investors and developers.
Metro in Faridabad

According to a DPR (detailed project report) submitted by the Delhi Metro Rail Corporation (DMRC) to the Haryana government, the 13.8km elevated Metro line from Badarpur to Faridabad's YMCA Chowk will have nine stations. The Metro is slated to stop at NHPC, Maharajganj, Sector 27A, Badkal Chowk, Old Faridabad, Ajroanda, Sector 12 and YMCA. The NHAI (National Highways Authority of India) has cleared the DMRC proposal for a change in alignment from middle of NH-2 to the left side of the national highway from the Badarpur side. Work on the Metro line is being started shortly.

In view of the NHAI plans to widen the national highway, this change is said to be imperative. The Haryana government has already approved a budgetary allocation of Rs 1,588.6 crore for the extension of Delhi Metro to Faridabad . The new Metro link from Badarpur to YMCA Chowk will be a boon to this industrial city. According to Huda, the total cost of the 13.8km-Metro project has been estimated at Rs 2,533 crore, of which the Centre will bear Rs 544.4 crore. The project is expected to be completed by March 31, 2015. Apart from progress on the Metro front, soil testing is being done for widening NH-2 to six lanes. This work has been awarded to the Reliance Group.

Improving connectivity

The traffic load on the road connecting Sector 37 in Faridabad to Delhi is more than 70-80 thousands vehicles per day and the existing infrastructure was obviously stretched to the limits with frequent traffic jams. The inauguration of the 4.4km-long elevated six-lane road, Badarpur flyover, has not only reduced the travel time, it has also eased the traffic density considerably.

The Neharpar bypass road from Sector 37 (Faridabad entry point) directly to Ballabhgarh-Palwal is also a good road to reach New Faridabad easily. The Gurgaon-Faridabad Expressway, connecting to Golf Course Road in Gurgaon , is already operational. With improving connectivity, Sector 75 near Agra canal is goingto be the next commercial hub for Faridabad.

Officials say they are also greening the place to make it an eco-friendly destination . As the DMIC is also in the vicinity, with Faridabad being one of the catchment areas, the planned HSIIDC's commercial hub near Faridabad is going to be a major realty hub.
