Builder Charging Rs16-18 per Unit for DG Set Electricity Supply- Legal or Illegal?

Postby naveenarichwal » Wed Jul 01, 2015 2:25 pm

Is it Legal for Builders to charge Rs 16-18 per unit of DG supply electricity to Residents in GH societies.

When a group Housing society is set up than is it not the duty of Developer to set up Substation etc to meet the Increased demand of electricity.

What is the role of HUDA which approves the Electrification plan of that GH societies?

Dr Naveen,

Any kind of infrastructure development within the " LICENSED AREA" is the responsibility of Colonizer. Any ways builder can not utilize the Genset for captive purposes and can only be used in emergency( in the absence of Grid supply only).

HUDA will develop the infrastructure beyond the Licensed area from an account collected as EDC.

However, Builder can charge any amount as DG supply electricity as it is the amount fixed between two private parties like Maintenance Agency and Flat Owner.

What Can a Customer do when the Grid supply remains off for say 2-3 days continuosly and DG Set runs during that period.

If the Grid supply is erratic with Voltage Fluctuations .

Also because of development of a GH in a particular sector, this result in grossly increased demand in that area, which has to be overcome by e.g substation which is developed as per rules in cooperation between the builder & HUDA.

Can A DG SET replace the need for Substation?

Consumer will have to approach Maintenance agency( Estate Manager) and the DHBVN Officers. Sitting idol will not resume GRID supply back normal. It is unbelievable the failure of GRID supply consecutively for 2-3 days.

Please confirm the reasons for fluctuations in GRID supply from the DHBVN officers and make an effort to remove the fault.

DG SET is in no way a replacement of Sub Station. DG set is installed for the purposes of emergency only.

If there is a surge in demand of Power in a particular area/sector it is the duty of DHBVN to meet the said demand.

No doubt that Electrical infrastructure in any sector is duty of DHBVN, but in a new sector where the builder presents a GH project to the TCP and applies for license, than he has to also show how he will fulfill the increased demand of say Water, Electricity etc due to his GH project.
When a complete plan is accepted by TCP than only a license is/should be granted.
The Builder has to pay certain amount to DHBVN to set up infrastructure , than only DHBVN sets up that electrical infrastructure.

In practice the builder takes all types of charges from buyers but the necessary infrastructure is never developed in that area. This results in present situation .

Today called DHBVN Toll Free Customer Care no. 180001804334. and the CC executive promised to resolve the chronic problem of whole day power cut since many days.

Within few minutes received the Local call of DHBVN employee promising to repair the simple fault in Grid supply in Era Redwood and Omaxe new Hieghts project .

Within an hour the Grid supply was sarted and reverse call came from CC DHBVN to confirm the solution of complaint.
After confirmation on call a SMS was sent to individual complainants that the complaint has been resolved.

IT was unbelievable experience , since the Maintenance company executives were playing games with all residents and they were fully exposed.

For DHBVN greater Faridabad is still a village , schedule power cuts as per JE is 5AM to 11AM & than 1PM to 7PM.
Means out of 24 hrs ,DHBVN will supply electricity for 12 hrs only.
This is pathetic.

Hello Dr Naveen.

What about regular supply of electricity in ERA Redwood. I think builder is still giving supply from commercial connection used for construction purpose. Any update on this?
