Compensation on VIP floors

Hello All,
I am new member of this forum and just want to share and ask one thing from you all. I have a floor in VIP floors and now its more than 5 years when i have booked this.
Till date there is no possession letter and now Puri is asking for escalation amount instead of giving us compensation for late delivery. They are simply saying that, its mentioned in contract that if delay is from govt side then builder will not give any compensation.
Anyone in this forum is facing same issue or you got compensation from builder?
Can we file legal case against this builder to get something out of this?
They are asking for escalation amount but dont care about interest cost on the amount which we gave them a long back.
You feedback and advise is required.
