वित्तीय वर्ष 2012-13 के वार्षिक बजट के साथ ही हूडा की ओर से बनाए जा रहे बाईपास रोड का रिवाइज बजट भी मंजूर हो जाएगा। इससे बाईपास रोड का निर्माण जल्द से जल्द पूरा हो सकेगा। साल 2008 में शुरू हुए इस प्रोजेक्ट का बजट 122 करोड़ रुपये रखा गया था जो अब बढ़ कर 145 करोड़ रुपये हो गया है। पिछले दिनों हूडा अधिकारियों के साथ हुई मीटिंग में फाइनैंशल कमिश्नर एस. एस. ढिल्लो ने वित्तीय वर्ष के बजट के साथ बाईपास रोड के रिवाइज बजट को मंजूरी देनी की बात कही थी।

आगरा नहर के साथ सेक्टर-37 से 59 तक बनने वाले 26 किलोमीटर लंबे बाईपास रोड के लिए हूडा ने 122 करोड़ रुपये का बजट तैयार किया था। अवैध निर्माणों और अन्य कुछ कारणों के चलते बाईपास रोड की डेड लाइन कई बार बदली पड़ी। अब बाईपास रोड के बजट को रिवाइज पर 145 करोड़ रुपये कर दिया गया है। हूडा अधिकारियों के अनुसार, बाईपास रोड का निर्माण 98 प्रतिशत पूरा कर लिया गया है। केवल 2 प्रतिशत काम होना बाकी है, जिस पर लगभग 23 करोड़ रुपये खर्च किए जाने हैं। वित्तीय वर्ष के बजट के साथ बाईपास रोड के रिवाइज बजट को भी मंजूरी मिल जाएगी, जिसके बाद रोड का निर्माण कार्य तेजी से पूरा कर लिया जाएगा।

हूडा एसई टी. डी. चोपड़ा ने बताया कि हूडा के नए वित्तीय वर्ष 2012 -13 के लिए लगभग 150 करोड़ रुपये का बजट तैयार किया जा रहा है। जल्द ही बजट को मंजूरी के लिए भेज दिया जाएगा। उन्होंने बताया कि इस बजट के साथ हूडा के रिवाइज बजट 145 करोड़ रुपये को भी मंजूरी मिल जाएगी, जिससे बाईपास रोड का काम जल्द से जल्द पूरा कर लिया जाएगा।

फरीदाबाद। शहर को ट्रैफिक जाम से बचाने के लिए तैयार किए जा रहे बाईपास रोड को बेहतरीन स्वरूप देने की कवायद शुरू हो गई है। बाईपास पर तेज रफ्तार वाहनों की रफ्तार पर साइकिल सवार और पैदल यात्री ब्रेक न लगा पाएं इसके लिए बाईपास के दोनों ओर अलग से साइकिल ट्रैक और फुटपाथ बनाने के लिए ले-आउट प्लान तैयार किया जा रहा है।
दिल्ली-आगरा राष्ट्रीय राजमार्ग पर से दबाव को कम करने के लिए सेक्टर-37 से बल्लभगढ़ सेक्टर-59 तक करीब 25 किलोमीटर लंबे बाईपास का निर्माण किया जा रहा है। बाईपास का निर्माण कार्य पूरा होने के बाद राजमार्ग से वाहनों का दबाव कम हो जाएगा। लेकिन बाईपास पर वाहनों का दबाव बढ़ जाएगा। शहर की औद्योगिक इकाइयों में कार्य करने वाले हजारों साइकिल सवार और पैदल राहगीर बाईपास का प्रयोग करते हैं। ऐसे में बाईपास से गुजरने वाले तेज रफ्तार वाहनों से होने वाली दुर्घटनाओं को कम करने के लिए टाउन एंड कंट्री प्लानिंग विभाग के वित्तायुक्त एसएस ढिल्लो ने बाईपास के दोनों ओर साइकिल ट्रैक और फुटपाथ बनाने के आदेश दिए हैं। जिला नगर योजनाकार ने इसके लिए ले-आउट प्लान तैयार करने की प्रक्रिया शुरू कर दी है।
ले-आउट प्लान के आधार पर जमीन चयनित होने के बाद हुडा की इंजीनियरिंग शाखा को निर्माण की प्रक्रिया पर काम शुरू करना होगा। बाईपास के दोनों ओर तकरीबन ढाई मीटर चौडे़ साइकिल ट्रैक और एक मीटर चौड़े फुटपाथ का निर्माण किया जाएगा। साइकिल सवार बाईपास में प्रवेश न कर पाएं, इसके लिए एक मीटर ऊंची लोहे की रेलिंग लगाई जाएंगी। वित्तायुक्त ने इंजीनियरिंग शाखा को आदेश दिए हैं कि बाईपास का एक कंप्यूटर मॉडल तैयार किया जाए, जिसमें तमाम सुविधाओं को चिन्हित किया जाए।


चौडे़ होंगे स्लिप रोड
बाईपास पर केवल फरीदाबाद का ही नहीं बल्कि ग्रेटर फरीदाबाद के वाहनों का दबाव भी रहेगा। ऐसे में बाईपास के प्रवेश कराने वाले व्यस्त स्लिप रोड जाम का कारण न बन जाएं, इसके लिए स्लिप रोड चौडे़ ओर विकसित किए जाएंगे।


‘लोगों को बेहतर सुविधाएं देने के लिए बाईपास की डिजाइनिंग में कुछ बदलाव करने पडे़ंगे, जिसकी प्रक्रिया पर काम शुरू कर दिया गया है।’

Can anyone please update on the status of Jhuggis near Khedi Bridge... when those ugly strctures will be removed!

I feel pitty when I see those so called poor slum dwellers (actually who owns cars, tv fridge etc etc .. one can peep in while traveling) ...they dont pay TAX, they encroached the bye pass road... height is this Govt paying them money, and providing the flats (EWS in our societies) hummm... I persoanlly think this practice should be stopped and they should be thrown out immidately.

I wonder Faridabadis always say, for votes govt is not removing them .... Bypass road I guess half of FBD uses.... I wonder those communters also have votes... :huh:

yes they have votes ...but how of many of them actually vote ? And how many will vote against the govt because there are slums on the bypass road. This is the reason state political parties don't have any interest in infra development ...

Dear All

Lets not be so insensitive and use derogatory words for fellow human beings. True, slums are an encroachment on government land and should be moved out, but this should be done in a human way. The reason there are slums, is not that the people living there are insects and pests. The reason for existence of slums is treason by government and fellow citizens of this country.

The money collected from us as taxes, instead of going to proper city planning, goes to personal coffers of influential people. A proper city should be planned so that people from all strata of the society have a place to live. Right now, it is left totally to the mercy of builders, whose only motive is to make as much money as possible. Do you think, Greater Faridabad, or for that matter, any city can survive without the plumbers, electricians, maids, vegetable vendors, rickshaw wallas, auto wallas, labourers etc.? Do you expect that these guys earning 5000-10000 a month can rent an apartment in Gtreater Faridabad (leave alone buying a place to live)? So, this means they have to go back to villages - then who is going to do all this work for you?

Yes, its not a pretty sight for eyes, but these people are integral part of society. A free and democratic society doesnt mean there are no poors, or that the poor should be banished. All it means, I believe, is freedom and choice. If a lobourer provides education to his children and they qualify for an IIT or tomorrow becomes and IAS officer, this is 'free society'. Not to banish them to hinterlands and confine them to perpetual poverty and misery. I know we are far from a free society, but lets not be a part of oppressors rather than being a part of changers. Remember how we loath the builders, I guess they also loath us the same way. They want our money; but hate our guts. Similarly we want the services of the poor; but hate their sight. They should render us service and vanish into thin air.

As far as paying taxes is concerned, let's look inwards for a moment. We all pay income taxes, because it is straightaway deducted form our salaries. If given a chance, we all would try to avoid paying taxes. How many of us in this forum submit genuine house rent receipts to avail benefit of tax exepmtion on HRA. Is providing wrong bills for HRA, LTA not evading taxes? How many of us settle for kuchha bills for all construction material for our house, furniture, even gold and jewellry - all this is tax evasion. And we call the guys earning 10K pm, as tax evaders. We are happy to work in Reliance and Unitech and Satyam et al - and not raise a voice for all irregularities, but these slum dwellers are tax evaders!!!

This is not to say that since few people evade tax, everybody should. What all I meant, is to look every thing in its proper context. Lets not be judgemental about other people. And definitely not talk in a derogarory way. Remeber, we are the HAVEs (top 10% of Indian population), because there are 90% out there who are HAVE NOTs.

This is my opinion and how I see things. And in a true spirit of democracy and free society, all and everyone is welcome to agree/disagree and put forward his opinion.

Friends,

While going back to my home at Ballabgarh, I normally take By-Pass Route.
And during that I found that New Sector marking is displayed at many locations on By-Pass Road.

But, at near to Kheri Pul on By-pass Road there was wrong marking of new Sector on display board(refer attach sheet).

For the same, I sent mail to HUDA-FBD office on 4th Mar'12 and to my Surprise HUDA officials corrected that Board marking on 7th Mar'12.
It is corrected now.

This is really a good step from HUDA office as they are listening to us and same time trying to solve our issues.

Thanks a lot for nice and true words.

This is the fact of our society, you rightly said that "the reason for existence of slums is treason by government and fellow citizens of this country" and the money collected from us as taxes, instead of going to proper city planning, goes to personal coffers of influential people".

Instead of going against those peoples we need to be united against the corrupt politicians.


Surly, we should not use and talk derogatory words for our fellow citizens.

Dear Kundan,

Excellent thought! A rich or poor, both are part of the society. No one in this universe want to become poor. How does it make a difference if a plumber have a car which cost only (10-20 K - 3/4 hand Maruti) and live in a slum. They can't afford Rs. 2500-3000 per month society charges, forget about buying it, and thus compel to live in such a environment. By the way, glad to know about about the lighting work on bypass road.

@S K Sharma, I don't buy this argument. Ok, 3/4 hand Maruti car may cost 10K/20K but look at expenses of petrol (Rs 70/litre) every month. Expenses will easily be Rs 3000 per month

@Kundan, I also differ on your post. These slum dwellers on bypass road have been provided free Govt. flats by Govt. Why did not they move there? Because, they want to keep on blackmailing Govt. This has become habit for them to encroach on Govt. land and then play an extortion racket. Regarding tax evasion, I believe many people including myself pay tax honestly. Many middle class people don't make fake medical/LTA bill etc. and honestly pay taxes. We don't consider myself as being on top 10%. Look at EMIs we have to pay to bank, rents, multiple level of taxes, expenses for travelling to office etc. At end of month, nothing is saved. In addition to that, in spite of doing all this, we are still fighting builders/Govt. and living in rented houses. Whereas, these slum dwellers have got free flats in locations with good infrastructure developed by HUDA already.

I totally agree with Dheeraj Jain, I am not disrespecting the poor, but also cannot pay respect to the people who are so rigid , who are given houses EWS by Govt, but they are not moving and causing a big loss to nation (fuel cost to cross byepass). We need to understand that those people are not poor but they are enjoying being poor and at that place.

Why those people dont move to the houses arranged by Govt for them (mind it tax paid by U & me for it)

Why those people are so rigid towards anti-development.

I guess I m idiot here, who pays taxes, pays EMI and Waiting for possession (No one taking care), where as these people were given preferances by Govt , height is it that they are not availing it

I am not against any class, creed, etc etc but sorry these people are mis-utilizing their status and blacmailing the govt too.

needless to share the story ... where people are given houses and they sell it and again settle up a new slum....hummm

Socialism isnt always a good policy

While there is no denying that we all need to be compassionate to all including poors, I came across a story on socialism on facebook sometime back, which I find pretty apt on situation ..


An economics professor at a local college made a statement that he had never failed a single student before, but had recently failed an entire class. That class had insisted that Obama's socialism worked and that no one would be poor and no one would be rich, a great equalizer.

The professor then said, "OK, we will have an experiment in this class on Obama's plan". All grades will be averaged and everyone will receive the same grade so no one will fail and no one will receive an A.... (substituting grades for dollars - something closer to home and more readily understood by all).

After the first test, the grades were averaged and everyone got a B. The students who studied hard were upset and the students who studied little were happy. As the second test rolled around, the students who studied little had studied even less and the ones who studied hard decided they wanted a free ride too so they studied little..

The second test average was a D! No one was happy. When the 3rd test rolled around, the average was an F. As the tests proceeded, the scores never increased as bickering, blame and name-calling all resulted in hard feelings and no one would study for the benefit of anyone else. To their great surprise, ALL FAILED and the professor told them that socialism would also ultimately fail because when the reward is great, the effort to succeed is great, but when government takes all the reward away, no one will try or want to succeed. It could not be any simpler than that.


These are possibly the 5 best sentences you'll ever read and all applicable to this experiment:
1. You cannot legislate the poor into prosperity by legislating the wealthy out of prosperity.

3. The government cannot give to anybody anything that the government does not first take from somebody else.

Dear Dheeraj, YSingh et al

First of all, let me categorically state that I am in no favour of slums and in no way condone their usurping of public land. What I wanted to share is that things are not as black and white as we would like to be. The example given for socialism, is very apt. I am a firm believer in capitalist econmy and democratic polity. Not due to any idealogical reasons, but for the very fact that I am a product of this system. And I have achieved whatever modest things I have in my life, owing to this success. In a socialist society I could never had dreamt of such things.

Having said that, if the poorer sections of society are not supported (I dont say let them squat on govt land, but look at why they have no place to live) by the stronger sections and are despiced, the society cannot last. If I may quote Khalil Gibran:

"And as a single leaf turns not yellow but with the silent knowledge of the whole tree,
So the wrong doer cannot do wrong without the hidden will of you all."

" The righteous is not innocent of the deeds of the wicked,
Yea, the guilty is oftentimes the victim of the injured.
And still more often the condemned is the burden bearer for the guiltless and unblamed."

We know, we all are saddled with huge debts and pay major portions of our salaries as EMI, yet I believe, if given a choice between huge EMI and living in slums, I would chose EMIs over living in slums anyday. And so would most of the guys. Its a good problem to have. We can dream of buying a place of own, even though through debt; these people have to resort to debt for buying their daily bread. Believe me, the guys living there are just trying to survive, not relishing free land that they have squatted upon.

The reason of our misery is the government and bureacracy that levies so many taxes; and then misppropriate it. Even houses made for slum dwellers are at such places where they cannot find employment. They dont have to be located at the outskirts like pariahs, but city planning should have space to accomodate such localities. Its the failure of urban planners of our cities that such mess is created. But then, government always want to sell land to the highest bidder and ensure highest CUT from the pie. Is this not MIGHT IS RIGHT? Here the MIGHT being MONEY POWER. Is it a Jungle Raj then? The reason of our misery are builders, who take more than 50% of the cost of flat even before excavation begins and use the funds to buy other lands and leave us in the lurch.

Overall, I would be most happy if these slums are removed. Who doesn't like spanking roads to a spanking new city. All I say is, if the slums are removed, just like pest control guy termintaes the termites, we will have them back, at some other place. On the other hand, if the problem is attacked at the root, reasons for slums springing up be identified and remedial action taken considering slum dwellers as fellow citizens of this country, only then we can get rid of slums.

बाईपास रोड की लाइफलाइन बन चुका मलेरना रेलवे ओवर ब्रिज अब जल्द ही बनकर पूरा हो जाएगा। रेलवे लाइन के बीच से गुजर रही 132 केवी की बिजली की लाइन को हटाने के लिए टेंडर एलाट कर दिए गए हैं। अब जल्द ही लाइन को शिफ्ट कर दिया जाएगा , जिसके बाद हूडा तेजी से बचे हुए हिस्से का निर्माण पूरा कर सकेगा।

आगरा नहर के साथ बन रहे 26 किलोमीटर लंबे बाईपास रोड सेक्टर -59 मलेरना के पास रेलवे लाइन क्रॉस कर रही है। हूडा यहां पर एक रेलवे ओवर ब्रिज बना रहा है। हूडा रेलवे के डिपोजिट वर्क की मदद से इस आरओबी का निर्माण कर रहा है। रेलवे लाइन के दोनों तरफ के हिस्से का निर्माण हो चुका है। केवल रेल ट्रैक के ऊपर के हिस्से का निर्माण बाकी है। यहां से एक 132 केवी की बिजली की लाइन गुजर रही है। क्योंकि इस लाइन पर रेलवे की आगरा डिविजन का अधिकार है। इसलिए इसे लाइन को हटाने की जिम्मेदारी भी उनकी है। लाइन को शिफ्ट करने के लिए तीन बार टेंडर आमंत्रित किए गए हैं। तीसरी बार टेंडर आमंत्रित करने के बाद तीन कंपनियों ने काम को करने की रुचि दिखाई थी , जिसमें से एक कंपनी का चुनाव आगरा डिविजन के अधिकारियों ने किया है। इस कंपनी को काम भी अलॉट कर दिया गया है , अब जल्द ही लाइन को शिफ्ट करने का काम शुरू कर दिया जाएगा। हालांकि आरओबी की नई डेडलाइन 31 मार्च तक काम पूरा होने की कम ही संभावनाएं हैं , लेकिन हूडा अधिकारी जल्द से जल्द काम पूरा करने का दावा कर रहे हैं।

हूडा एसई टी . डी . चोपड़ा का कहना है कि लाइन को शिफ्ट करने के लिए टेंडर अलॉट कर दिए गए हैं। लाइन शिफ्ट हो जाने के बाद हमारा काम काफी आसान हो जाएगा और हम काफी तेजी से रेलवे ओवर ब्रिज का निर्माण कार्य पूरा कर लेंगे।

एनबीटी न्यूज ॥ फरीदाबाद : आगरा व दिल्ली की ओर जाने वाले लोगों को भारी ट्रैफिक में जूझना न पड़े, इसके लिए बदरपुर बॉर्डर से आगरा नहर के साथ 26 किलोमीटर लंबा बाईपास रोड बनाया गया है। कुछ जगह रोड के सही न होने के कारण भारी वाहनों को इस रोड से जाने नहीं दिया जाता। अब जल्द ही बाईपास रोड पर रात के समय भारी वाहनों को रात के समय गुजारा जाएगा। ट्रैफिक एसएचओ आत्मा राम ने बताया कि उच्च अधिकारियों का आदेश मिला है कि रात के समय भारी वाहनों को बाईपास रोड पर चलवाकर देखा जाए। जल्द ही ट्रायल करके देखा जाएगा।

अभी इस बाईपास रोड पर एक दो जगह सिंगल रोड होने व कुछ जगहों पर सड़क के पूरा न होने के कारण भारी वाहनों को इससे नहीं गुजारा जा रहा। अब रात के समय भारी वाहनों को बाईपास रोड से बल्लभगढ़ होते हुए निकाला जाएगा।
